SUMMARY:No Way Out? Human Rights Violations in Libya and EU-Accountability 
 (English)
DESCRIPTION:For many years\, ECCHR has been concerned with the situation of
  migrants and refugees in Libya\, where they are essentially exploited and
  treated as “commodities”. This includes various crimes against humani
 ty: imprisonment\, enslavement\, murder\, torture\, rape\, sexual slavery\
 , enforced prostitution\, persecution\, and other inhumane acts. Sometimes
  migrants and refugees\, including children\, are also forced to participa
 te directly or indirectly in the ongoing armed conflict. All of this has b
 een well documented by survivors and NGOs like “Refugees in Libya”. Ne
 vertheless EU actors continue to cooperate with the Libyan authorities\, p
 roviding them with funding\, patrol boats\, equipment\, and training. Memb
 er States and EU agencies\, such as FRONTEX\, also collaborate with the Li
 byan coastguard to locate and intercept boats in distress at sea and retur
 n them to Libya.\n\nIn 2022 ECCHR submitted a communication to the ICC und
 er Article 15 of the Rome Statute\, actively urging the OTP to initiate an
  investigation into the international crimes committed against migrants an
 d refugees in Libya. It explicitly mentions high level European politician
 s such as the former Italian Interior Ministers\, Marco Minniti and Matteo
  Salvini\, the current and former Prime Ministers of Malta Robert Abela an
 d Joseph Muscat\, the former High Representative of the Union for Foreign 
 Affairs and Security Policy\, Federica Mogherini\, the former Executive Di
 rector of Frontex\, Fabrice Leggeri as well as Italian and Maltese Rescue 
 Coordination Centers members and EUNAV FOR MED and the European External A
 ction Service (EEAS) officials as alleged co-perpetrates. Additionally to 
 the ICC communication the project-team is engaging with national prosecuto
 rs in Europe to open investigations and initiate legal action against indi
 viduals suspected of committing these crimes.\n\nThose whose policies fina
 nce and facilitate the crimes and atrocities against migrants and refugees
  in Libya need to be held accountable. Especially since European states ar
 e increasingly relying on border externalization policies and practices\, 
 a concept that is also reflected in the current drafts for the Common Euro
 pean Asylum System (CEAS).\n\n&nbsp\;\n\n****The talk will be held in Engl

 dass es sie gibt? Ab dem 15. April immer montags um 19 Uhr wollen wir dies
 e Fragen zum Thema machen\, mit Filmvorführungen und interdisziplinären 
 Vorträgen von Akademiker*innen &amp\; Aktivist*innen. Die EU-Außengrenze
 n manifestieren sich nicht nur in den Lagern auf Lesbos oder im Mittelmeer
 \, sie wirken auch weit darüber hinaus\, bis nach Libyen und Niger. Inner
 halb der EU sind Grenzen ebenso spürbar: An den Ländergrenzen\, wie etwa
  zwischen Frankreich und Italien\, und bis nach Sachsen und Leipzig hinein
 \, in den Camps und Behörden. Über diese Wirkung von Grenzen wollen wir 
 sprechen. „Border Struggle“ soll dabei aber nicht nur Probleme aufzeig
 en\, sondern auch die Menschen zu Wort kommen lassen\, die sich gegen die 
 Auswirkungen von Grenzen organisieren – egal ob in Leipzig\, Ventimiglia
